The rules for buyer to claim counterfeit have changed over the years, a lot, and back and forth.
Given this current story, near as I can tell, buyer is now expected to prove the stuff is fake, which can be nearly impossible. I don't expect it to stay that way, that's outrageous:

For the time being, describe a fake as being SNAD, but not exactly counterfeit.

A board posting.
I used a BIN on an item and got refunded two days later. Reason on Paypal email, was "item not available". I emailed seller, and no response. So I did file a NPS on the seller.
Problem is, this seller has 100% feedback, and on their store listing, it says "....I'm a stay at home mom..." Well, so am I, so I decided not to leave her negative feedback. But now I got an email from ebay, encouraging me to leave proper feedback:
-- Leave the appropriate Feedback and rate the seller --
If for whatever reason your seller is unwilling or unable to complete
the sale, we encourage you to leave the appropriate Feedback and
detailed seller ratings (DSRs) for them. As a buyer, you don't have to
worry about retaliatory Feedback from your seller since sellers can only
leave positive Feedback for their buyers or not leave any at all. By
contributing to the seller's detailed seller ratings you help eBay
evaluate the seller's ability to continue listing on the eBay site.
Sellers must have a minimum of 4.3 over the past 30 days in all four
DSRs in order to list: item as described, communication, shipping time,
and shipping and handling charges. It's important for other members to
know about your good and bad experiences with this seller don't be
afraid to be honest. *End*

Ebay please fix: local pickup, cash required
The ebay site is inconsistent and broken, regardless of what ebay's real intent is.
Near as I can tell, the intent is to allow, as always, seller to demand cash as payment for a local pick up. Various places in the help pages explain that.
However, the listing cannot be created except as seller agrees to take paypal. The problem with taking paypal for LPU is that no paypal seller protection is available. The stuff is not shipped, and thus there is no DC online to inspect.
This is causing tension and confusion. Either flatly disallow requiring cash, and explain the seller protection issue. Or allow it.
