Make the shipping/handling charge star anonymous.
I mean, really anonymous. Not like it is today, where a buyer can and will get blocked from future purchases if they leave an honest star.
Not sure why ebay would tell buyer it is anonymous, and tell seller to use reports to understand which buyer snitched. It's not working. The shipping cheaters remain in force, because while buyers hate it, they look at gouging auctions and often buy.
Good sellers lose out.

Addresses & gotchas
Sometimes ebay glitches just drives you nuts.
Consider buyer addresses.
A given buyer has at least two addresses: one ebay address, one paypal address.
However, the ebay address isn't much used these days, and sits there like a trap for the unwary seller. It could well be stale from back before paypal came to dominate ebay payments. 2005 or so.
Traps:
1. buyer pays by something other than paypal. "Print label" will now use the ebay address.
2. seller ships before payment, either deliberately or by accident. Again, ebay address will be used.
Accidentally shipping before payment.
Sellers who send an invoice, combined or otherwise, should be aware of a glitch which makes their sold item go into "print shipping label" state as soon as the invoice is sent.
This type of errors are unnecessary, if the software were to work correctly. It should not be possible to print an ebay shipping label except as the item has come to be in "paid" state, either via paypal payment, or by seller marking the item as payment received.

Selling Proposal: Chicken Mode
Ebay's hard core: Sellers who want the stuff sold within a month. Liquidators. They attract buyers.
Today, such sellers have two choices:
1. Sell for cheap on a BIN
2. Sell at 99c auction (conceptually or literally)
Neither are anywhere near optimal.
The optimal scenario creates some buyer excitement, and attracts as many qualified buyers as possible.
Chicken Mode Listings
The Chicken Mode Listing is a bit like a reverse auction.
It's a BIN, where the price drops every day. Guaranteed.
1%, 2%, ..., to 25% Per DAY.
And the price drops at the exact second that the listing was created.
Some sellers don't like snipers. I like snipers. Snipers are the life blood of hard core ebay. Sniping is exciting. Excited buyers buy from you and me, not from Amazon.
And this idea attracts sniping.
Buyer can buy now, at the current price.
Or, buyer can try to snipe the new price. Maybe buyer will win. Maybe some other buyer will win. Or maybe, seller will chicken out and pull the listing before the next price drop.
Chicken mode.
Exciting.
As a seller, you have this item you'd be happy taking $200 for. But the demand is limited, and while you're not saying so, you're prepared to understand that it might only bring $50, but you're not prepared to take only $50.
So you list it on a $200 BIN, 30 days of 5% chicken mode.
As a buyer, you're looking for one of those, but only if it's cheap. You're hoping for $20, but deep down you know you're not getting one for that. $75 would do.
Now the thing about a 30 day 5% chicken mode is that one of three things happens:
1. It sells along the way
2. It gets pulled by seller
3. It ends up offered, on the last day, for about 1/4 the original listing price.
That final potential price is prominently displayed in the listing. Just hang on, and you might be able to buy it for that. Very attractive to buyer.
In the scenario, buyerS, plural, start paying attention, and wonder if they can buy this $200 thing for $50.
Halfway through the 30 days, as the price goes under $100, anyone interested at all starts paying attention. Every day it's there, the price drops another $4 or so.
Seller sees the watch count rising (or not), and hopes every day will be the sale. Buyers, on the other hand (not seeing the watch count), hope that every day will be another price drop. Until they can't stand the tension any more, and BIN. Buyer chickened out. With Immediate Payment Required, of course. No hassle with Non Paying Bidders.
But as the price goes under $75, seller might choose to just pull the listing. Game over. Seller chickened out.
The math:
To see the fraction of the original price the item will sell for on each day, use the formula f=(1-r)^day
So to see what the effect of a 10% chicken mode after 29 reductions, enter into google: 0.90^29
0.90^29 = 0.047101287
That is, an item listed for $100 on a 30 day 10% chicken would be offered, on the last day before expiration, for $4.71.
Generally, 5% chickens halve in about two weeks, 10% halves in about 1 week.

Ebay please fix, curent software defects
1. The software will not allow increasing the price of an item.
Historically, one has been able to list a 99c listing, and if it didn't attract attention, one could raise the price, although an additional fee would accrue.
Now:
This increase in your item price significantly changes the value of this listing. To list at this price, please create a new listing.

This result occurs when raising the price from 99c to $1.99, which would incur an additional fee of 15c.
2. There is no way to know how close one is to the number of listings one is allowed to list. The obvious report is simply broken. It only counts some things, and in particular does not count auction listings.

Buyer reports being under review for excessive refunds UPDATE: neg is back

Apparently I am no longer under review and ebay realized that I am not a scammer since they put the negative feedback they had removed back. I hope they did check into my emails like I asked them to. I am an honest seller and and honest buyer. I appreciate all the good stuff I saw on this thread and all the good people who were kind. Thank you to you ones who were understanding. Have a wonderful day!

here was a time period of a couple months where I was buying a lot of stuff. In that time period I received a bra that was described as NWT and when I received it it was an old bra with a tag put on it. I received a shirt that was black stained all over it, even after I contacted the seller before bidding and asked if there were any stains and he said no, and 2 gabba shirts for my son that were severely stained. Well I thought, what a streak of bad luck. I contacted all these sellers and asked if I could return the items because they were stained, 2 of the people had told apologized and asked me to keep the items and they would refund me. One of them was very insistant on refunding me the entire amount after I told her to keep the shipping since she was so nice,...I even sent her a payment for the shipping after she fully refunded me, because I know she honestly did not realize the stains were all over the back. I left them positive feedback because they were very nice about it and handled the situation, one never responded at all so after 5 days I left a negative. Now ebay says I am under review for receiving excessive refunds and leaving negative feedback,..in the years I have been on ebay and as much I use to buy, I have only left maybe 3 negative feedbacks. The refunds were the sellers decision, while I was the one asking to simply return the item. I can't believe ebay has me under review for this. This is very upsetting, I have given hundreds of positive feedback and they are going to persecute me for the couple bad ones I left. What is feedback for if you can't tell others what kind of selling experience you had?? So they removed the negative feedback for the person that sold me a yo gabba gabba shirt with a huge grease stain on it, and never responded to my emails,..and I am the one in trouble for it. Truly sad how they run things!

The SNAD spectrum
Some would see the SNAD equation as black & white.
A SNAD is true or false, and such is detectable by looking at what arrived, and looking at the listing.
But reality is grey.
There is a black zone, for sure. Stuff which just isn't as described, anyone can see that.
There is also a white zone, but it's very small.
The rest is grey.
The essence of a successful description is being the eyes, nose, and touch of buyer. What buyer understands they are sending money in for, matches exactly to what comes out of the package.
Of course, that's an imperfect process, and in that imperfection lies the grey.
Some, arguing from the seller perspective, see most of grey zone as white: not a SNAD. Seller has done his job, or at least sincerely tried to.
But if mail delivery commerce really worked that way, sellers seeking to maximize profits would create listings which had a good chance of generating grey zone sales.
The classic grey zone SNAD is "bad news buried down in the text". Sort of dead middle, by my metric.
Darker than that is the item which meets the letter of the description, but is not much useful for the implied purpose of the item.
Lighter than that is the listing which accidentally allows buyer to supply a key parameter.
By allowing buyer to declare anything in the grey zone to be SNAD, which is pretty much what we have now, in order to maximize long term profits, sellers must manage the grey zone. First, by focusing on making listings succeed in communicating. And second, by graciously picking up the pieces when the listing fails, despite seller's best effort.

Ebay: please resolve
There are some current situations where ebay policy and behavior is maddening at bast, and stimulating misbehavior at worst.
1. The rules regarding local pickup.
Current status: listing must allow Paypal payment, with muddy language regarding contacting seller for other means of payments.
Questions:
a. can seller insist on cash at pickup in the listing?
b. if buyer refuses to pay cash, does that make buyer an unwelcome bidder, subject to having negative feedback removed?
2. Buyer/seller protection in LPU situation.
Current status: buyer protection not in effect on LPU item
Questions:
a. If buyer pays by paypal, but when he comes to pick it up, seller refuses to give it to him, is buyer just stuck?
b. If buyer pays by paypal, picks up the stuff, but later claims seller refused to give it to him, what happens?
3. OK for buyer to neg seller for not posting timely feedback?
Current status: rules make no statement about that. Actual experience shows CS to remove such negs when buyer has built up a bunch of the and posted all at once.

a. Is it allowed to neg regarding seller posting fb?
b. If there is a limit on how many such negs can be posted in some period of time, what is the limit?

Reported today:
Ever since he received the item, he sends me emails every single day reminding me to leave feedback. I don't want to go off on him but it is getting annoying. Is there any way to block communications with him?

Ebay Annoying Software Glitches
Ebay software quality control has historically been poor, and is not obviously improving.
The issue is complicated by the fact that sometimes the glitch is deliberate, but usually is simply due to lack of caring to fix something which is obviously broken.
Here's a current list, I'll update as appropriate.
1. When the UID assistant closes the case with a return of FVF for seller, the feedback for that transaction remains in sellers "need to leave feedback" list, with a note explaining that it has been disabled.
Solution: either remove it, or allow it to be removed by seller.
2. The seller dashboard reports it is "updated daily", but only some of it updates daily.
Solution: clarify the message to say when things update, or make it all update daily
3. Various places in ebay documentation state that only one feedback per buyer per week will be scored against a seller, but this is not true when discussing negative stars. Multiple neg stars from what was essentially one transaction add up. Sometimes CS will combine them, sometimes not.
Solution: make them not add up, or clarify the rules.

2. The seller dashboard reports it is "updated daily", but only some of it updates daily.
Solution: clarify the message to say when things update, or make it all update daily
3. Various places in ebay documentation state that only one feedback per buyer per week will be scored against a seller, but this is not true when discussing negative stars. Multiple neg stars from what was essentially one transaction add up. Sometimes CS will combine them, sometimes not.
Solution: make them not add up, or clarify the rules.

Why many sellers are scared to sell internationally

Thanks for your replies / advice. Called ebay and they were able to combine the four cases into one, which seems fair to me.
The lesson: don't ship to South America.
Still unresolved:
Sellers with 400 or more transactions over the past 3 months are evaluated on their transactions with US buyers from the last 3 calendar months. For all other sellers, the rate is calculated from transactions with US buyers over the last 12 calendar months

I sold four items to someone in South America. I combined shipping to save on cost for the buyer, but the package was somehow lost (by the postal service, I should say).
Before the buyer had told me it hadn't arrived (30 days later) they opened a case with eBay. I refunded them instantly, and contacted them to apologize. The case was eventually closed and because the buyer was understanding my 100% positive feedback remained intact.
However, because the one package included four items, it registered as four separate cases against me and I have now lost my Top Rated Seller status (you're not allowed more than 3). Also my performance is now "below standard".
Is there anything I can do to get my Top Rated Seller status back, or do i have to wait 12 months for my next evaluation - and hope nothing like this happens again between now and then? It was really only one package that went missing, and there was nothing i could have done to prevent it.

Buyer protection really ironclad?

The seller initiated a refund via PayPal. eBay automatically closed the case. PayPal showed the refund as "pending"; then, after 3 days, sent a "eCheck declined by the sender's bank" which seems like an "insufficient funds". I filed a dispute with my credit card.
The credit card company called me and, to my surprise, didn't really seem to understand how eBay and PayPal worked. So, I explained it to him. The credit card company set up a conference call between me, the credit card company, eBay Support and eBay Trust & Safety (I think). There was a lot of discussion as if nobody had ever heard of this happening before. Good grief.
eBay agreed to refund my money but it would take 2 weeks. Credit card company said that, if eBay didn't do the refund, they would. eBay still hasn't paid and the credit card dispute is still open. (Still waiting in the 2 week period.)
At this point, eBay Buyer Protection looks ridiculous. It reminds me of those old Publishers Clearinghouse mailers but, instead, it is like: "Your purchase MAY be protected by eBay Buyer Protection and you MAY have won 12 Million Dollars as well!"
I'll try to remember to update when it is finally over.

Unwelcome bidder removals in modern times? Update: gone
Update: 1 June.
Neg is gone, but it seems to have been some kind of miraculous event.
It was explained multiple times that the neg would not be removed, because seller had not had the block set up properly.

More NetNeutrals removals
Don't rely on good feedback of ebay motors sellers.
Apparently, they can pay to have most negs removed. So long as they made more profit on the transaction than they pay to remove the neg, they have a profitable business model.
The big losers are honest ebay motors sellers.
- seller even offered a 72 hour unconditional guarantee - after car arrived, major issues never described in the auction and even had odometer issues that seller knew about and did not disclose. I contacted the dealer 3 times within this window with no response. He contacts netneutral and lies about entire incident right before decision deadline for the "Neatral" to decide and just a few hours later a decision is reached.........and I have all of the proof of e-mails and communication between me and seller. Netneautral states that feedback will be removed. I have to only believe that the seller paid for the service and I used the "free service". I had to laugh out loud when I saw the decision - I cannot believe this "service" even exists....but I guess if you can buy your way out of a negative feedback, there will be a market for it. Unbelievable!! I know how you feel though.

NetNeutrals is a service which can get an ebay motors seller's neg removed, if the neg meets certain guidelines.
One of the guidelines is this: link
The Feedback wasn't submitted in a reasonable amount of time. 30 days is usually an adequate period of time to allow for inspection and test drive of a purchased vehicle.
The problem with this is that ebay gives buyer 60 days to leave feedback.
Here's a test case, reported to NetNeutral: link
Neg: vehicle was misrepresented. A/C does not work, needs new clutch, body rusted
Reply by seller: Bought in person, drove 250mi home without issue, leaves feedback after 2 months

Yet Another Extortion Case
At 3:34pm, recieved the following via eBay Messages:
Dear apn_enterprise,
This hat is NOT a beret. It is not even close to a beret, which is a French hat shaped like a pancake. Your hat is either a chef's b on net OR some kind of religious head wear.
Your photographs are purposely deceptive.
I want a FULL refund or I will leave negative feedback to BEWARE and warn EBayers, file a fraud claim with my CitiBank card, and file a PayPal complaint.
You know these aren't berets. You are trying to sell some kind of WEIRD hat.

Another report of seller being restricted for false positive
I recently sold a nice vintage robe that I washed, made a small repair to and ironed before sending out. The buyer immediately sent me neg feedback saying the item wasn't as pictured and smelled bad. I contacted them and told them I wished they would have contacted me so I could have resolved the problem. After all it was only a $15 item. I would have gladly refunded them to make peace. I got no reply and so later left them feedback saying : Did not communicate problem before leaving negative feedback.
Ebay sent me an email saying: Your eBay account privileges have been limited from buying or selling for 3 days because of a violation of one or more of our Feedback policies,
MY QUESTION IS: is it because I said " negative feedback" that this happened?
I lost it for a second while I was limited and tried to buy something and got a large message saying I couldn't buy anything during this time. Isn't that sort of like shooting yourself in the foot??

of other equally bad or in some cases worse injustices on that same
'feedback discussion board'. Do you, or someone with equal courage as you,
look at all of the postings? I am intrigued to understand the mechanics of
your justice system at ebay. One hears so many conflicting opinions.

There are some lessons to be learned from this if you are one of the many sellers with an unjust feedback.
1) not all agents act in the same way.
2) an agent has limited time to spend on any one case.
3) a carefully laid out complaint with clear information and statement of which policy has been infringed has a better chance of sucess.
4) use only actual data, provable facts and logical conclusions in your complaint. Definitely no emotion of any kind. Try to have every single bit of information on record, even if some of it might harm your case. Hide nothing - honesty has its own power.
5) if you have behaved professionally throughout and have resisted making personal comments, you improve your chances.
6) if your own conduct is even a little suspect in any way, the complaint may be compromised.
7) a case needs to be pretty solid to suceed, you can't expect an agent to read between the lines.
8) even complex cases can be explained clearly; before submitting a complaint, have someone read through it.
9) persevere until you get a full and proper answer, but recognise that it might not be the answer you want. Don't accept a general pat-on-the-head, make sure the answer shows that the agent has understood the situation properly.

There are some lessons to be learned from this if you are one of the many sellers with an unjust feedback.
1) not all agents act in the same way.
2) an agent has limited time to spend on any one case.
3) a carefully laid out complaint with clear information and statement of which policy has been infringed has a better chance of sucess.
4) use only actual data, provable facts and logical conclusions in your complaint. Definitely no emotion of any kind. Try to have every single bit of information on record, even if some of it might harm your case. Hide nothing - honesty has its own power.
5) if you have behaved professionally throughout and have resisted making personal comments, you improve your chances.
6) if your own conduct is even a little suspect in any way, the complaint may be compromised.
7) a case needs to be pretty solid to suceed, you can't expect an agent to read between the lines.
8) even complex cases can be explained clearly; before submitting a complaint, have someone read through it.
9) persevere until you get a full and proper answer, but recognise that it might not be the answer you want. Don't accept a general pat-on-the-head, make sure the answer shows that the agent has understood the situation properly.

When NPB can leave neg
Some believe that a non-paying buyer can not leave negative fb, or that if they do, ebay will remove the neg if seller closes the UID with buyer receiving a strike.
While generally true, there is a broad category of exception: when buyer and seller have had communication before the UID was filed.
A contemporary story involves a seller who was negged after he determined that buyer's repeated requests for more detailed authentication were some kind of game, and ceased to reply. Then, seller filed and closed the UID. Buyer negged. Ebay continues to refuse to remove the neg:

Blocked buyer with 2nd ID bids & negs Update: gone
Update: neg is gone.

When ebay detects that, they act forcefully and quickly. The malicious one is summarily booted off ebay, at least for a while.
However, the facts can be unclear, when the malicious account is a little or a lot different from the insulted account. Occasionally seller sees this coming, the winning buyer looks familiar, then pays, and seller faces a dilemma.
1. Seller ships. If buyer negs and ebay sees the evidence, ebay boots the malicious buyer, including all such accounts.
2. Seller refunds, and refuses to ship. If buyer negs in this case, claiming NPS, we've never seen the neg removed.

Seller TOS has no formal effect
From time to time we see where people believe that if they put something in their TOS expressing requirements/demands upon buyer, and buyer does not follow that TOS, negging instead, that ebay will protect such a seller.

Here's a story:
My listing: 290552748008
It was for a code off a playing card to receive an item in an online game. I have been scammed out of codes by low feedback bidders saying the code didn't work or that they received a wrong item. Since, I can't track the codes once sold to make sure they were used I posted on the listing no bidders under 25 feedback & 100% feedback scores. In the past I have had many buyers under 25 feedback and was able to come to agreements on selling them the code once I explained my situation & that it was no reflection on them personally, I just needed to protect myself. I would request that they send me a message via eBay messaging saying they would not, under any circumstances, request a refund or second code (IE: if the code didn't work or they received a wrong item) & that they were more than welcome to contact my previous low feedback winners to make certain they had the same request & received the proper code. If they were uncomfortable with this I have always refunded their money minus the fees their bidding cost me (since it clearly stated on each listing: I DO NOT ACCEPT BIDS FROM BIDDERS UNDER 25 FEEDBACK).
I received a bid from someone with no feedback and when I offered the solution they wrote almost incomprehensible gibberish back to me saying I was causing drama and I needed to send them their code. After several back and forths I accepted their refusal to come to an agreement of terms and refunded their money. Now I have a glaring negative feedback. What can I do about this?! I have had 100% positive feedback for years and this is distressing!
I have filed a case with the buyer saying I wish to cancel the transaction and refunded the money like eBay had suggested I just don't know if I am going about this in the right way. On a side note eBay needs SELLER PROTECTION!

I went ahead and called eBay live. Took forever to find their phone#...
I was unable to get the negative feedback reversed however the gentleman read over my messages back and forth and said he would block buyers from seeing what the person said. He also advised me to respond to the negative feedback & open a request to have the buyer remove the negative feedback. I did respond however I think requesting this @$$ to remove their negative feedback will be a waste of my time so I'm not going to do that.
I have since updated all my code sale listings and will be mailing than rather than emailing them. And have put more specific forewarning on my listings. Hopefully that will deter low feedback buyers in the future.

A well described technique of profitable buying
Some may find this anti-seller in nature, but I encourage sellers to understand the nature of poor descriptions.
Many may not understand your position but I would hazzard a guess that your buy first ask questions later approach lands you a number of good buys along the way.
I don't buy a lot here but I have jumped on a few less than adequately described lots in the past that turned out to be steals and a couple of duds along the way as well.
But I too managed to get my money back on the duds and made some hefty profits on the steals. They would have likely been opportunities missed had I waited for a better description of the lots.

Dramatic increase in removal of unfair negs
We have seen a dramatic increase in reports of unfair negs being removed within the past two days.
1. buyer complained of shipping method, negged, but relisted the item
2. buyer reported by seller as having returned item minus the gold
3. buyer complained about the stuff, but declined to return it, and posted neg instead claiming INR
4. buyer negged because while the stuff was the size described, it did not fit
In all of these cases, ebay seems to have detected a pattern of abusive behavior in buyer. While all of the negs seemed quite unfair, the patterns were not always so obvious. What does seem obvious is that the fairness issue has swung in favor of sellers.

Buyer comes to the feedback board, where she encounters intense hostility, and is accused of personally destroying her seller.
Buyer takes this seriously, and is emotionally crushed.
Requests ebay to modify the '2', but is denied.
Accepts board demands to compensate her seller.
Recall: ebay is paying for this board to exist.

I guess I will not be asking any more questions since these boards get rather hostile. I have told the seller to send me a request to change the feedback and I will do so. I have always thought I was a good buyer, but apparently I am not.

Just an update. I have tried to get the seller rating for shipping revised, eBay said it could not be changed. I even asked to speak to someone in higher authority and was told I would get the same answer. I have told the seller I will send her a payment to make up for her losses. Can anyone tell me what the "discount" amount might be that she says she will lose?

Since I am a senior citizen on a fixed income I cannot afford to send her thousands of dollars but I think I can afford $100. I am so upset by all of this I had a hard time sleeping last night. Dop you think that woudl be fair?

Sometimes I go months without listing anything but I buy regularly to build different collections, especially the Hawaiian dinnerware that I still do collect. Do I need to spell out my entire life history? I am sending the seller some compensation and I have already apologized and I have tried to repair the feedback through eBay to no avail.

I was advised earlier to pull my post. I kept it on because I felt that I had to defend myself, but now I see that it is not possible to do that. I really tried to make it right and I just get beat up for it. Again, I am sorry that I made that mistake and then asked a question that started the uproar. I recently sold my daughter's old Nintendo DS. I looked it over pretty thoroughly before selling it (listed it in "fair" condition) and included an option for a refund if my listing was inaccurate. Today I notice the buyer gave me negative feedback for a hinge that was broken. Huh? I don't remember seeing that! I'm usually really careful to list anything wrong with an item, but regardless gave the buyer the option for a refund. I contacted the buyer and the buyer writes back that there is a crack in the hinge and if I refund $20 she will remove the negative feedback. What should I do? Do I have any recourse?
Here's the rule:
The buyer isn't allowed to threaten to use Feedback or detailed seller ratings in an attempt to force a seller into providing:
Goods or services that weren't included in the original item's description or purchase price
A refund
A return

Thought I would post a follow-up in case anyone is interested. I called eBay this afternoon and they agreed that this was indeed a case of extortion and have agreed to remove the feedback.
Also they say they will look into this buyer, so hopefully they can shut him down, if only for a little while.

Buyers outside of the USA buying USA only auctions UPDATE: neg gone
We've seen persistent reports that buyers outside of the USA have been able to purchase USA only items, pay for them, and neg when refused.
In most cases, these involve sellers who don't know how to configure the block of buyers from "places I don't ship to".
But exceptions exist, where sellers seem competent, claim they did have that block in place, but buyer was able to buy anyway.
For sellers who never do ship outside the USA, it is suggested to block payments from non-USA Paypal accounts. This won't stop buyer from buying, but it will stop some from paying, freeing seller from the requirement to either ship or confront.
In the meantime, Ebay, please fix. Here's a neg, will it stay or will it go:

Really blocking international buyers

Click profile, on the next page ,on the left side of the screen, click "my selling tools"
Under the "Getting paid and managing my risks" section click on The "update" link across from "block payments".
Answer yes for "Block payments sent to me in a currency I do not hold" and check the box next to "Block payments from users who: Have non-U.S. PayPal accounts"
Then scroll down and click save.

Why there is a 21 day hold
Well stupid me I think has been screwed. I was wondering if any of you can help. I was looking to make some extra money to save for a first child that is due in June. I meet this guy on Freelancer and he was very nice and said he had tons of products to sell. He didn't use paypal because of the fees (that seemed legit) We even shared a google doc (invoice) of who has paid and who hasn't. He called me on the phone and I called him a few times. He was always very nice. He told me would send out the products I had been selling for him this morning. I have not heard from him all day. What should I do. If he scammed me then I am stuck with 2000 dollars in listing fees. I am so stressed and have been crying all day. Can someone honest lead me in a direction where I can correct this? (somehow by the Grace of God)

Ebay removes comment when DC shows delivery.
Curious case, perhaps exceptional enough to justify an exceptional result, but surely a result not predicted by the published rules.
Buyer made a purchase from me. I shipped w/tracking number. Buyer said he didn't receive item. Gave him tracking number showing item had been delivered. Then he left pos feedback saying usps never delivered item. I look at his listings and the part he says he didn't get is there. He listed it!!! I know it is mine since I mark my parts in case they are returned. What to do?
Seller subsequently discovered the very item listed on ebay for sale by buyer.
Contacting ebay resulted in:

Extortion to negotiate "fair" combined shipping to revise neg?

It's all over combined shipping. one item was $6.50 shiping and the other was 8.50 shippiing. the buyer buys one item then asks me if i will combine shippiing. I reply that i will add $1 to the shipping to combine the items. Everything is fine and Buyer leaves positive on the first item 5 days ago, and then leaves negative today saying shipping not as promised.
He expected me to add $1 to the item that was only $6.50 and weighed less meaning that the total shipping would be less than even the one item alone would have shipped for.
Anyway to make a long story short, he said he would remove the neg if i refund the $3.....Heck with that, I might of gladly refunded if he communicated before leaving the negative.

The #1 costliest ebay mechanism
International selling has been killed.
This is costing ebay a fortune. Worse, it can be fixed.
There are two zones of dysfunction. Both involve the economics of compliance with ebay/paypal seller protection.
The minimum cost to comply with international delivery confirmation is about $20.
The minimum cost to comply with international signature confirmation is about $40.
Both are not available to many destinations.
Shipping small items without DC, on the other hand, is very reasonable. A 3oz package ships around $2, by First Class International (FCI).
Sellers of lower cost items are often quite willing to accept the risk of loss/damage, and ship FCI.
What ebay has done which has killed this business is be subjecting international shippers to intense penalties, even when the seller has fully refunded when something went wrong.
Solution:
If both:
1. seller has purchased a shipping label, through ebay, to buyer's address
2. seller has subsequently refunded in full
Seller should be protected from any negative consequences. ANY negative consequences (neg fb, neg stars, or dispute). This allows seller to assess the risk, even as buyer is fully protected.
The address purchase is required to minimize NPS issues.
The additional step required: today, ebay shipping does not offer FCI labels. Please, ebay, add FCI labels to ebay shipping.
The SC story is tougher, because buyers do need to be protected.
The best that can be done is to stop tricking naive sellers into thinking they can fulfill seller protection requirements by ordinary shipping methods. Make the danger more clear, it is not to ebay's advantage to get sellers all skittish about listing internationally. Once burned, twice shy.
Summary: let sellers manage the financial risk. Help them be informed. Don't add to that risk with draconian threats when stuff goes wrong, but seller refunds in full.

Classic story, sudden indefinite

Ok, here's what happened to me.
Leading up to October of last year, we were selling a lot of very heavy items. People were knocking us on shipping charges every now and then, even though we ate the cost of the boxes and packing supplies. Too many people were giving us 1's and 2's on shipping and sure enough, eBay told us our DSR's were too low, and put us on a 75% selling limitation.
So, we put our heads together on this, and decided to stop selling those heavy items. It was just too risky. We couldn't risk getting more 1's and 2's on shipping. That was our first decision.
Our 2nd decision, was to sell a ton of our other smaller items, to improve on our DSR's, like eBay asked us to. We did great. We flooded eBay, and our DSR's were steadily improving. Primarily we were working on our Shipping DSR, which was over the 2% allowance. Ours was up over 3%.
So, towards the end of December, our Shipping DSR was at 2.09%. We could see we'll be under 2% without much more effort, so we decided to bulk up our inventory. So, we took off January, to really stock up inventory. One of us even went out of the country, to get some items we know always sell well. Bottom line is, we were ready to hit eBay hard, and really move some items once the 75% restriction was limited.
Then, Feb. 1, we get a MC999 notice from eBay!
In part, this notice reads:
"Unfortunately, your eBay account has been restricted indefinitely from selling because your performance has not met the standards required to sell on eBay."
I called eBay and asked them what on earth happened? We hadn't even listed a single item in Jan., so we know we didn't get some rogue negative from anyone, or some weird 1 or 2 in our shipping DSR, so this made no sense.
eBay told us that we too too long to improve our DSR. They gave us 90 days, and since it didn't get below 2%, they figured we gave up....so they restricted our account from selling indefinitely!
I asked the guy to look closely at our account. We were at 2.09%. Prior to Jan. we were on steady improvement. We took of Jan to build up inventory. In addition, I pointed out, that when we were initially told we were being placed on a 75% limit, nowhere in that message does eBay state that we have to get back under 2% within 90 days.
The guy agreed, that it looked as though all we'd have had to do, is sell just a handfull of more items in Jan. and we'd have fallen under their 2%....but, alas, that didn't happen. He said there is nothing he can do.
So, my question is: Can anyone offer any insight for me on this? Is there anything we can do to get the restriction lifted? We literally have thousands of dollars of new inventory we planned on moving. This just seems so hard to believe. If we'd have know it was REQUIRED to get under 2% in 90 days, we would have never gone and beefed up our inventory untel we were under 2% !!

I for one do post 1 s/h stars to shipping gougers, and I do not contact them first. I agreed to pay the gouge, I am not requesting any refund. I did not agree to be happy about that.
There is no way a seller can fix the shipping cost afterwards. Fix it before buyer receives the package, or live with the consequences of what you have done.

13 years on ebay---and now you restrict me to limited sales and items??? are you people nuts??
I have been a loyal customer for over 13 years---i have always paid my account on time...paid for items -usually within a couple of hours---i have had only one "nuetral" feedback in 12 months --because of a jerk that didnt like the way i mailed his 2 dollar comic book--which i had placed in plastic--put it between two pieces of cardboard and placed in a large flat envelope---what elese does he want???
i havent had any complaints--only from ebay about my postage fees--( i dont charge for handling fees)..i very seldom come back from the post office with a +++ $$$ over cost--i usually am right on or i have come up short on postage--but i haven't complained or asked for more postage.
what i do know is that the us post office has different rates for parts of the country depending on which way its going..i can buy an item from the pennsylvania area--it will cost me (say 6 bucks)--i can turn it around resale it--using the same envelope-nothing changed--mail it to new york and it cost me 8 dollars...i hear florida is worse than texas.
i also see everyday in the vintage toys catagory items listed for .99--postage 38.00...(real postage is 5-6 bucks)....don't you see whats happening??--your getting screwed on listing and final value fees---but do they get punished--hell no!.......13 year veteran does though
i called ebay "help" line--what a travisty!!...after being read several "scripts" from india/pakistan-NOT AMERICA!!!!!!!!!!!....I demand to talk to a supervisor--she says in broken english..ok..i then get told i have to wait for 35 minutes!!!!!
when a buyer is not happy with -say--postage--we (the seller) should be given a chance to rectify the problem before it is counted in ebays "hit list" of calculated crap...this would make a better repoir with both sides--

i havent had any complaints--only from ebay about my postage fees--( i dont charge for handling fees)..i very seldom come back from the post office with a +++ $$$ over cost--i usually am right on or i have come up short on postage--but i haven't complained or asked for more postage.
what i do know is that the us post office has different rates for parts of the country depending on which way its going..i can buy an item from the pennsylvania area--it will cost me (say 6 bucks)--i can turn it around resale it--using the same envelope-nothing changed--mail it to new york and it cost me 8 dollars...i hear florida is worse than texas.
i also see everyday in the vintage toys catagory items listed for .99--postage 38.00...(real postage is 5-6 bucks)....don't you see whats happening??--your getting screwed on listing and final value fees---but do they get punished--hell no!.......13 year veteran does though
i called ebay "help" line--what a travisty!!...after being read several "scripts" from india/pakistan-NOT AMERICA!!!!!!!!!!!....I demand to talk to a supervisor--she says in broken english..ok..i then get told i have to wait for 35 minutes!!!!!
when a buyer is not happy with -say--postage--we (the seller) should be given a chance to rectify the problem before it is counted in ebays "hit list" of calculated crap...this would make a better repoir with both sides--

Indefinite Selling Restriction, a record.
So what does indefinite selling restriction mean?
Here's some cases to keep an eye on.
Case 1: status, still RESTRICTED, began 2 Feb 11
I have had the same issue. Tonight, well, this morning, I got the same email telling me - Unfortunately, your eBay account has been restricted indefinitely from selling because your performance has not met the standards required to sell on eBay. If you had any current listings, they have been removed and your selling fees will be credited.
My review date is the 20th of the month, and it states that my account will be reviewed on Feb 20. Yet everything was removed today? My feedback score is 99% which, frankly, is what the buyers are looking at. Not how many 1s or 2s I have. I am going to call them in the morning to see where it gets me. Why tell me that you are going to review in 20 days, yet pull everything now. I don't get it.

Identical experience today except I have over 5000 feedback, I only spoke to one customer service rep. (or 2 if you count the 52 minute wait for the overseas operator to finally switch me to the real one) and after she assured me that there was no recourse and that I was through selling on Ebay forever she hung up on me without any mention of a lawsuit. My insisting politely that I needed to speak with someone else was apparently enough... although she was kind enough to promise to have her supervisor review my case - but that they probably wouldn't calling or e-mailing me. Yesterday I spent 10 hours listing items and this morning my listings were gone along with my established business, this weeks paycheck and my family's sole source of income. My only bad DSR score was at 1.42% (1% is allowable) meaning that Ebay - without warning, without contacting me and without giving any me any avenue for recourse or review - took away my livelihood because less than 1/2 of 1% of my buyers left 1's & 2's. And just to clarify, 1.42% is a made up # as buyers aren't required to leave DSR's so it is actually less than 1% of my total. Thanks Ebay, I've never felt that you valued my business but I sure never expected this. I'm sure that they are within their rights but this should be illegal. I should not be able to lose my business in this manner, I can't even know who complained about what or why, and I can't speak to the person who made the decision to take away my livelihood because apparently nobody did, I just fit Ebay's one size fits all criteria for Indefinite Suspension.

They removed all my listings even the one that had a bid, No warning no justifiable good reason , only the word of 2.43% of buyers who felt that S/H charges were unreasonable in their opinion. Does this really translate to the fact that 2.43% of the buyers whims determines the seller status ???

A poorly formed SNAD
According to EBay my complaint was "subjective". I said the coat was 1) not new as stated and 2) smelled mildewed/musty as if it had been in storage for a long time.

An alternative to ebay...
Found on Craigslist:
I curse the day I bought the Skil Bandsaw pictured below. After the factory blade came off, I bought a new one for $15 and never was able to get it on straight, so it kept coming off. This bandsaw was $115 at Lowes. I know, don't buy cheap shit. Penny-wise, pound-foolish. Lesson learned. But you should buy this.
The saw is hardly used for the above reason. The blade is brand new, accept for possible wear from constantly falling off the wheels. Apparently one must be a scientist at the Jet Propulsion Lab to use equations and shit to figure out how to keep this blade centered. Perhaps the blade is too thin, as the fatter factory one stayed on nicely.
The model is Skil 3385-01 (http://www.lowes.com/pd_22199-46922-3385-01_?PL=1&productId=1207605&cm_mmc=search_google-_-Tools%20Benchtop%20Tools-_-Power%20Saws%20Models%20Skil-_-3385-01). Perusing the reviews, one must wonder if there's any middle ground at all. Either the reviewer is presumably a Skil employee giving it 5 stars, or a disgruntled purchaser tired of watching the blade fly from the center like Rush Limbaugh. In fact, if only Obama were equally determined to move away from "the center", those of us would not so easily fly off the wheel, which brings me back to this god-awful example of why US manufacturing is suffering (Or is this Korean?).
I'll sell this POS for $40. OK, $25, so long as you're convinced you can do better and will be too embarrassed to complain to me if you can't.
Please help me move on with my life.

Griff Lives!
It's been a while, but here is a recent (31 Jan 11) report of griff at work:
I just want to thank everyone again for their helpful comments. I have been looking at the DBs for the past few days and found out about "Griff." I contacted him and my issue has been resolved. The positive feedback with the low star was removed. It's amazing that one person at eBay can make such a difference. Thank you for putting his name out there and for the help on this issue!!

Here's the report:
The buyer received the item and then demanded a full refund. I responded telling him I would would give him a full refund if he returned the item, even though my listing states no returns. He refused to return the item and gave me two hours to refund his money or he would leave a negative feedback. I again told him I would give him a full refund when the item was returned - I also reported him to eBay for feedback extortion. He followed through and left a negative feedback ruining my perfect feedback score over an $11.00 item + $1.55 shipping! It would certainly be interesting to see the feedback others left for him - which he keeps private.

Sellers who engage SNAD wars end up in pain.
To make a long story short, he bought my product, filed a SNAD, I challenged it, PayPal agreed, but then he filed a chargeback and my PayPal account went negative and I was unable to sell anything on eBay since then. The guy left me a negative feedback, which marred my otherwise 100% score.

The angel, some ebay employee with the direct or indirect authority to get negs/neuts removed, has acted at least twice, and likely well more than that.

A real case of cranky timing negs: updated
Update: negs/neuts gone.
Observation: ebay does not like crusaders.
Related to the ebay investigations blog, the negger in that case is definitely a crank about feedback.
On 13 Jan 11, buyer left 23 neutral fb, all more or less like:
had to clear this out, never heard anything from you
By the wails of sellers, this seems to have been about sellers who decline to post feedback.

NOT allowed in feedback: References to eBay or PayPal investigations
Usually, this results in a removal of the comment, not a removal of the feedback.
However, what "investigations" means is subject to some interpretation.
Reports have existed that a reference to a paypal refund would be removed. Here's where I'll put some test cases, with updates as they may occur.

End of the extortion experiment? Update: not
Two reports in two days now regarding negs which followed threats to post neg if seller didn't handle SNAD case as buyer expected.
He then threatened my feedback if I did not refund his money plus shipping costs and I would need to also pay for return shipping plus $1.00.

action, the negative Feedback you received has been removed."
One of the more interesting aspects of this case, the threat may have been worded as obliquely as: You're forgetting, sir, that I haven't left you feedback, yet.

Returns on ebay

Ebay neg after lost SNAD
Two cases from the same day. Check back to see if they get removed.
Case 1:
Will ebay remove the neg? Poster claims they would.
I had asked eBay before the claim and case about the threats of being left negative feedback if I didnt return the money and asked if she/he opens a case and loses, and leaves negative feedback, can that be removed? They said yes? cause they were leaving it out of revenge for losing a claims case...so now will try to get it removed?

Blocked for posting neutral
Yet another problem with the current fb system. Buyers feel betrayed when a sincere report ends up with some penalty.
Since I have an excellent score as a buyer, I was really surprised to find that a seller had blocked me; I can't even contact them to discuss the matter.
I left the seller neutral feedback because I had to request a refund. The item was not adequately pictured or described. I did receive the refund, but I didn't think it a positive experience. As I told the seller, I had to choose between two items (for my business) from two different sellers. Had I known what their item was actually like, I wouldn't have bid on it. I didn't know that the seller would block me for that, but apparently has.
Because the seller had such a high rating, my expectations were accordingly high. To see that a refund request and an honest, neutral rating gets you blocked is disappointing. That the seller won't even let me email them to discuss the matter is even more disappointing.

Also we do have to ask for a photocopy of you're technicians license to ensure you are certified to handle these parts as if the part was not handled correctly or incorrectly installed and died upon first use then we cannot be held at fault.

Moral: don't assert judgment over buyer's qualifications. Once buyer pays, buyer is qualified to judge you.
