Buyers outside of the USA buying USA only auctions UPDATE: neg gone

We've seen persistent reports that buyers outside of the USA have been able to purchase USA only items, pay for them, and neg when refused.

In most cases, these involve sellers who don't know how to configure the block of buyers from "places I don't ship to".

But exceptions exist, where sellers seem competent, claim they did have that block in place, but buyer was able to buy anyway.

For sellers who never do ship outside the USA, it is suggested to block payments from non-USA Paypal accounts. This won't stop buyer from buying, but it will stop some from paying, freeing seller from the requirement to either ship or confront.

In the meantime, Ebay, please fix. Here's a neg, will it stay or will it go:

Here's seller's comment on the block:

Thanks, I follwed the link and went into my settings and its already checked. This has happened before where someone outside US has bid (they were more understanding) so I don't know why these bids arent being blocked.

Update: seller adds:
After spending an hour in chat with a rep, come to find out the buyer didn't actually place a shipping address on her account and that is why the system wasn't able to block it. Imagine that.

  1. How in the world is a member allowed to make any bids or buys without a shipping address on the account?? Is that not a necessity to be able to bid?? Apparently not but it certainly SHOULD BE!
