Make the shipping/handling charge star anonymous.
I mean, really anonymous. Not like it is today, where a buyer can and will get blocked from future purchases if they leave an honest star.
Not sure why ebay would tell buyer it is anonymous, and tell seller to use reports to understand which buyer snitched. It's not working. The shipping cheaters remain in force, because while buyers hate it, they look at gouging auctions and often buy.
Good sellers lose out.
