Sometimes stuff does happen. Far more often, some seller complains that some emergency has blocked fulfillment to paying buyers. A proposal.
The Emergency Shut Down Button.
1. Immediately ends all current listings, no matter what.
2. Immediately refunds all payments received by seller but not shipped as yet.
3. Immediately blocks any further payment.
4. Blocks feedback/disputes on unpaid/refunded transactions.
Now, one more:
4. Immediately charges seller $100, which seller can choose among a list of charities to donate the money to. Seller is NOT refunded any listing or FVF fees.
The latter pretty well blocks abuse.
Seller can supply a reason, which is provided to inconvenienced buyers.
Ebay can provide additional monitoring to block abuse as appropriate.
